Preamble — Every Dollar Has a Job

People do not build wealth for its own sake. They build it for a child's future, a first home, a wedding, an education, a retirement, or some other outcome that matters enough to plan for. Portfolio software that shows balances and charts answers a narrower question than the one people actually carry: what does what I own mean for what I am trying to accomplish?

TXFR™ exists to answer that question. It organizes capital around Goals, treats assets as having distinct jobs rather than interchangeable weight in a portfolio, and helps a person understand — without ever deciding for them — what their holdings mean for the future they are building.

Every dollar has a job. Every asset has a role. Every strategy has a destination.

TXFR is not a brokerage dashboard, a trading terminal, or an autonomous portfolio manager. Portfolio tracking is an input to TXFR's intelligence, not its purpose. Its purpose is to make goal-based capital intelligence available at the moment a person needs to understand their own financial life — while the authority to decide what happens to that capital remains, always, with the person.

Article I — Constitutional Authority, Purpose, and Scope

Authority

This Constitution establishes the supreme constitutional authority within the TXFR Foundation. No other TXFR publication, product decision, or implementation may contradict it. Where a downstream TXFR publication specializes a principle established here, that publication becomes the authoritative TXFR expression of the specialized detail, but it SHALL NOT weaken the boundary this Constitution establishes.

Purpose

The purpose of this Constitution is to establish TXFR's durable product identity, its Goal-centric model, its philosophy of asset roles and capital flow, the authority relationship between TXFR Intelligence, Atlas™, and the human user, and the boundaries within which TXFR may operate before any implementation begins.

Scope

This Constitution governs product purpose, the Goal model, asset roles, capital-flow philosophy, milestone philosophy, the constitutional relationship to Capital Intelligence™ and Atlas™, human decision authority, the execution boundary, the financial-intelligence boundary, data authority, Parent-to-Adult Continuity, product boundaries, and the relationships among TXFR's foundational publications.

Scope Boundary

This Constitution does NOT govern DCA algorithms, harvesting formulas, opportunity thresholds, reserve deployment formulas, database schemas, market-data provider selection, implementation technology, or user-experience design. Those responsibilities belong to the Capital Intelligence Standard, the Data & Intelligence Architecture, and downstream engineering specifications, respectively.

Article II — Governing Definitions

Goal — A user-defined future financial outcome (e.g., a child's future wealth, a first-home down payment, financial independence) that serves as TXFR's primary organizational unit.

Asset — A holding, position, or instrument tracked within a Goal.

Asset Role — A user-assigned or user-adjusted classification describing the job an Asset performs within a Goal: Compounding, Opportunity, Reserve, Stability, or Custom.

Capital Flow Rule — A user-defined, asymmetric permission governing whether and how capital may move between Asset Roles.

Wealth Ratchet — The conceptual pattern by which successful Opportunity outcomes progressively convert into durable, protected wealth (Opportunity → Harvest → Compound → Preserve) without automatically returning that wealth to equivalent risk.

Milestone — A recognized, historically preserved marker of progress toward a Goal (quantity, value, lifetime harvested gain, reserve, contribution, or target-date/age milestones, among others).

Harvest / Milestone Harvesting — The recognition that conditions in an Opportunity Asset are relevant to a predefined harvesting milestone, considered in light of Goal progress, role, concentration, and other governed context.

Reserve — Capital maintained to preserve optionality and support predefined Opportunity conditions, distinct from unused capital.

DCA Intelligence — TXFR's recognized family of contribution-timing intelligence, comprising Base DCA, Adaptive DCA, and Opportunity DCA. Their mechanics are governed by the Capital Intelligence Standard.

Strategy Lifecycle — The recognized sequence of states through which a Goal's strategy may move: ACCUMULATE, GROW, OPPORTUNITY, HARVEST, PROTECT, PREPARE, ACHIEVE. Movement need not be strictly linear.

Authoritative TXFR Data — Governed, versioned, TXFR-authoritative facts (Goals, holdings, roles, capital-flow rules, normalized market data, decision history) that constitute TXFR's domain instantiation of Telesty's Operational Truth™ (WO-FND-004 Art. II). Authoritative TXFR Data is not created by observation, inference, or Atlas communication.

Capital Intelligence™ — TXFR's financial-domain specialization of Capability Intelligence™ (WO-FND-002 v1.1.0): governed reasoning that derives DCA, Harvesting, Opportunity Accumulation, Reserve, and Milestone intelligence from Authoritative TXFR Data while preserving evidence, assumptions, uncertainty, confidence, provenance, lineage, and explainability.

Atlas™ — TXFR's specialization of Atlas Runtime™ (WO-FND-004 v1.0.1): TXFR's conversational companion intelligence, which interprets and explains governed Capital Intelligence without becoming the source of Authoritative TXFR Data.

Atlas Interpretation — An explanation, summary, comparison, or clarification of governed meaning that does not itself assert new governed intelligence.

Atlas Observation — A contextual interpretation explaining a material condition, change, milestone, state, or circumstance without itself asserting a governed next-step proposal. An Observation is a form of Atlas Interpretation.

Recommendation — A governed proposal about what an authorized user should consider doing next. A Recommendation is not a Decision or an Action, and it carries a higher evidentiary, uncertainty, and explainability burden than an Observation.

Decision — An authorized determination made by the user selecting or committing to a course of action.

Action — Financial execution performed under explicit Execution Authority.

Decision Authority — Governed authority to make a Decision. Under this Constitution, Decision Authority over capital movement belongs to the user (Article XII).

Execution Authority — Governed authority to perform an Action. Under this Constitution, Atlas possesses no Execution Authority over financial transactions (Article XII).

Decision History — The preserved record of a Goal's contributions, milestones, harvested gains, strategy evolution, Atlas observations, and significant user decisions, sufficient to explain how wealth was built rather than only what it is currently worth.

Degraded State — A declared condition in which truth, context, intelligence, evidence, or technical capability is insufficient, stale, conflicted, unavailable, or otherwise limited (specialized from WO-FND-004 Art. XV).

Explainability, Provenance, Lineage, Evidence, Assumption, Uncertainty, Confidence — Incorporated without weakening from Capability Intelligence™ (WO-FND-002 Art. II); their financial-domain mechanics are governed by the Capital Intelligence Standard.

Foundation Owner — The human authority responsible for approving and ratifying authoritative TXFR Foundation publications and constitutional amendments.

A defined term retains its constitutional meaning across every TXFR publication and implementation.

Article III — Telesty Foundation Heritage and Incorporation

Constitutional Position

TXFR does not independently invent an Atlas-class companion or a governed-intelligence reasoning layer. Applicable principles governing companion architecture and governed operational intelligence have already been constitutionally established by the Telesty Foundation™, and TXFR incorporates them rather than reinventing an incompatible second conception.

Incorporation Model

Applicable Telesty Foundation principles are incorporated by versioned reference into this Constitution and the TXFR publications that specialize them. Incorporation is definitional, not organizational: TXFR does not become subject to Telesty Foundation governance, and no Telesty publication directly governs TXFR conduct. Once incorporated, the incorporating TXFR publication becomes the authoritative TXFR expression of that principle, and future interpretation of TXFR conduct proceeds from the TXFR text, not from re-reading the Telesty source.

WO-FND-001 — Capability Discovery Framework™ remains Draft and unapproved within the Telesty Foundation. It confers no authority and is not incorporated into TXFR by this Constitution or any TXFR publication.

Specialization Rule

Where this Constitution or another TXFR publication specializes an incorporated Telesty principle for the financial and goal-based capital domain, TXFR MAY strengthen the principle's authority boundary but SHALL NOT weaken it. Where TXFR text appears to diverge from the incorporated source, the TXFR text governs TXFR conduct, provided it does not narrow the incorporated boundary below the source principle's floor. Article XX identifies the specific incorporated invariants this Constitution treats as a non-negotiable floor.

Directly Established vs. Deferred

This Constitution directly establishes: Atlas's identity as an interpreting companion rather than a source of Authoritative TXFR Data; the Intelligence → Recommendation → Decision → Action progression and its non-propagation of authority; the Observation/Recommendation distinction; and the prohibition on Execution Authority (Article XII). The mechanical specialization of evidence, confidence, degraded-state handling, and reasoning determinism for DCA Intelligence, Milestone Harvesting, Opportunity Accumulation, and Reserve Intelligence is reserved to the forthcoming Capital Intelligence Standard. The mechanical specialization of Atlas's conversational behavior, output classification, and explainability presentation is reserved to the forthcoming Atlas Intelligence Constitution.

Article IV — Product Philosophy

TXFR is organized around three durable commitments:

Every dollar has a job. Capital held without a declared purpose within a Goal is capital TXFR cannot yet help the user reason about.

Every asset has a role. Assets are not interchangeable weight in a portfolio; they perform distinct jobs (Article VI), and TXFR SHALL NOT assume that every asset should participate equally in conventional rebalancing.

Every strategy has a destination. A Goal's strategy exists to serve an outcome, and strategy behavior SHOULD evolve as the Goal approaches that destination (Article VIII).

Product Philosophy Principle

TXFR SHALL help a user answer what their holdings mean for what they are trying to accomplish. Portfolio tracking is an input to that answer, not the product's purpose.

Article V — The Goal Model

The Goal is TXFR's primary organizational unit — not the account, not the portfolio, not the brokerage connection. A Goal carries its own holdings, Asset Roles, Capital Flow Rules, milestones, strategy state, and Decision History.

Goal Principle

TXFR SHALL organize capital intelligence around user-defined Goals. Any product surface that treats an account or a portfolio, rather than a Goal, as the primary unit of meaning is inconsistent with this Constitution.

A Goal MAY be created for building future wealth for a child, a first-home down payment, a vehicle purchase, a wedding, education, financial independence, or any other user-defined financial objective. TXFR does not constitutionally limit the forms a Goal may take.

Article VI — Asset Roles

TXFR recognizes that assets perform fundamentally different jobs and SHALL NOT treat them as interchangeable. Initial recognized Asset Roles are:

  • Compounding — assets held for long-duration accumulation.
  • Opportunity — assets deliberately held for volatility or growth characteristics that may create asymmetric outcomes.
  • Reserve — capital preserving optionality and supporting predefined Opportunity conditions.
  • Stability — assets intended to reduce Goal volatility or preserve accumulated progress.
  • Custom — user-defined roles where the recognized roles do not fit.

Asset Role Principle

An asset's Role, not merely its asset class, determines how TXFR Intelligence reasons about it. Two identical assets held under different Roles within the same Goal MAY receive materially different treatment.

Article VII — Capital Flow Philosophy

TXFR MAY support user-defined, asymmetric Capital Flow Rules governing movement between Asset Roles — for example, permitting Opportunity→Compounding and Opportunity→Reserve flow while protecting Compounding→Opportunity flow behind stricter user-defined conditions. The purpose is to allow successful volatility or speculation to progressively become durable wealth without automatically returning that wealth to equivalent risk — the Wealth Ratchet.

Capital Flow Principle

Capital Flow Rules remain user-controlled. TXFR Intelligence and Atlas MAY surface conditions relevant to a Capital Flow Rule; neither may move capital between roles without the user's Decision (Article XII).

Article VIII — Strategy Lifecycle

A Goal's strategy MAY move among ACCUMULATE, GROW, OPPORTUNITY, HARVEST, PROTECT, PREPARE, and ACHIEVE. Movement is not necessarily linear; long-duration Goals MAY move repeatedly among Growth, Opportunity, and Harvest states before a strategy stabilizes toward its destination.

Lifecycle Principle

Strategy behavior SHOULD evolve as a Goal approaches its destination. The mechanics governing that evolution belong to the Capital Intelligence Standard; this Constitution establishes only that such evolution is a recognized and expected product behavior, not an exception to be special-cased downstream.

Article IX — Milestones and Decision History

TXFR SHALL preserve sufficient Decision History to explain how wealth was built, not merely what it is currently worth. Recognized Milestone categories include asset-quantity, Goal-value, lifetime-harvested-gain, reserve, contribution, and target-date/age milestones.

Decision History Principle

Decision History is Authoritative TXFR Data. It is not created or altered by Atlas's communication about it, and its preservation is a constitutional requirement, not an optional feature.

Article X — Capital Intelligence™

Capital Intelligence™ is TXFR's financial-domain specialization of Capability Intelligence™ (Article III). At the product level, this Constitution establishes only the following:

  • Capital Intelligence derives DCA Intelligence, Milestone Harvesting, Opportunity Accumulation, Reserve Intelligence, and Goal-trajectory intelligence from Authoritative TXFR Data.
  • Capital Intelligence SHALL preserve evidence, assumptions, uncertainty, confidence, provenance, and lineage, incorporated without weakening from Capability Intelligence™ (WO-FND-002 v1.1.0).
  • Capital Intelligence reasons; Authoritative TXFR Data represents. Capital Intelligence SHALL NOT invent Authoritative TXFR Data merely because a conclusion would be convenient or expected.
  • Governed Financial Determinism: Where required authoritative inputs are available, governed financial arithmetic SHALL be deterministic and reproducible. Cost basis, realized/unrealized gain-or-loss, Milestone arithmetic, and other governed financial calculations SHALL use deterministic methods when their required authoritative inputs exist. Missing, stale, conflicted, or insufficient inputs SHALL produce an appropriate Degraded State (Article II) rather than fabricated precision. Capital Intelligence SHALL NOT infer missing cost basis, transaction history, acquisition dates, quantities, or other authoritative financial inputs merely to complete a calculation. This combines TXFR's stronger financial-determinism requirement with the incorporated Degraded State doctrine (WO-FND-004 Art. XV) rather than overriding it (Invariant 6, Article XX).

Capital Intelligence Principle

Capital Intelligence™ calculates conditions when it can do so faithfully. It does not decide what a user should do about them, and it does not manufacture precision it cannot support.

The full mechanics of DCA Intelligence, Milestone Harvesting, Opportunity Accumulation, and Reserve Intelligence are reserved to the forthcoming Capital Intelligence Standard, which SHALL specialize Capability Intelligence™ (WO-FND-002 v1.1.0) for the financial domain consistent with this Article.

Article XI — Atlas™

Atlas™ is TXFR's specialization of Atlas Runtime™ (Article III). Atlas MAY observe, explain, contextualize, compare, identify meaningful conditions, and identify opportunities worth considering. Atlas SHALL NOT become the source of Authoritative TXFR Data, incorporated without weakening from Atlas Runtime's central constitutional principle (WO-FND-004 Preamble/Art. V).

Observation and Recommendation

This Constitution preserves a meaningful, non-collapsible distinction between two forms of Atlas output:

  • Atlas Observation — a contextual interpretation of a material condition, change, milestone, state, or circumstance that does not itself assert a governed next-step proposal.
  • Recommendation — a governed proposal about what the user should consider doing next, carrying a materially higher evidentiary, uncertainty, and explainability burden than an Observation.

Observation/Recommendation Principle

Atlas SHALL NOT present an Observation as if it were a Recommendation, or a Recommendation as if it were a Decision. The evidentiary and explainability thresholds distinguishing these outputs are reserved to the Atlas Intelligence Constitution; this Constitution establishes only that the distinction is real and SHALL NOT be collapsed for convenience.

Inherited Atlas Discipline

The following principles are incorporated from Atlas Runtime™ (WO-FND-004) without weakening, and govern Atlas at the product level pending their full specialization in the Atlas Intelligence Constitution:

  • The Intelligence → Recommendation → Decision → Action progression, and the rule that authority does not automatically propagate between those stages (WO-FND-004 Art. X; WO-FND-002 Art. XI).
  • Degraded-state semantics: Atlas SHALL be capable of stopping, abstaining, or communicating a Degraded State rather than fabricating continuity it does not possess (WO-FND-004 Art. XV).
  • Output classification discipline: an Observation is not a Recommendation; a Recommendation is not a Decision; explanation of an Action is not proof the Action succeeded (WO-FND-004 Art. XI).
  • Appropriate Reliance: Atlas SHALL be designed to support appropriate reliance rather than maximum reliance (WO-FND-004 Art. XII).
  • Governed memory: Atlas MAY remember to preserve continuity, but memory SHALL NOT independently create truth, currency, or authority (WO-FND-004 Art. XIII).
  • Automation Does Not Create Authority: no automated DCA, harvesting, or reserve behavior acquires Decision or Execution Authority merely through repetition or convenience (WO-FND-004 Art. XVI).
  • Substance over Form: Atlas SHALL NOT evade Capital Intelligence governance by relabeling a new financial conclusion as a summary, an observation, or a stylistic choice (WO-FND-004 Art. XX).

Central Atlas Principle

TXFR Intelligence calculates. Atlas interprets. The human decides.

Article XII — Human Decision Authority and the Execution Boundary

Decision Authority

Decision Authority over the user's capital belongs to the user. Atlas MAY hold Recommendation authority (Article XI); Atlas SHALL NOT acquire Decision Authority through repeated user acceptance, operational familiarity, or convenience, incorporated without weakening from Atlas Runtime™ (WO-FND-004 Art. X).

Execution Authority — TXFR-Specific Prohibition

This Constitution imposes a stricter boundary than generic incorporated Atlas Runtime™ governance, which permits Execution Authority where explicitly governed. TXFR forecloses that possibility for the current Foundation:

Execution Authority Principle

Atlas SHALL NOT possess Execution Authority over financial transactions or capital movement.

Atlas SHALL NOT autonomously buy, sell, exchange, transfer, rebalance, authorize, schedule, or execute a financial transaction on the user's behalf, under any degree of prior acceptance, confidence, or apparent user convenience.

Amendment Gate

Reconsideration of this boundary requires an explicit Foundation amendment under Article XVIII and appropriate legal and regulatory review. It SHALL NOT emerge merely as an implementation feature, a configuration option, or an incremental product enhancement.

Article XIII — Financial Intelligence Boundary

This Article states Foundation-approved product policy. It is not a legal determination and does not resolve TXFR's status under applicable investment-adviser, broker-dealer, securities, tax, fiduciary, or other regulatory frameworks. Mandatory legal and regulatory review of this Article is required before public launch; the incompleteness of that review does not by itself prevent ratification of this Constitution or progression into MVP architecture (see Ratification and Review Status below).

Constitutional Posture

TXFR intends to provide useful personalized intelligence without surrendering human decision authority or misrepresenting uncertainty. TXFR is not intended to function, and does not hold itself out, as a registered investment adviser, broker-dealer, or provider of individualized investment advice. TXFR does not exercise custody, execute trades, or move capital on a user's behalf (Article XII).

Permitted Personalization

TXFR MAY use the user's own Goals, holdings, Asset Roles, milestones, strategy parameters, contribution plans, Capital Flow Rules, historical decisions, and relevant market conditions to provide contextual intelligence. The financial boundary is not solved by making Atlas generic or incapable of personalization — TXFR does not intend to resolve regulatory risk by degrading product usefulness.

Within that personalization, Atlas MAY explain that conditions are:

  • favorable or unfavorable relative to the user's own defined strategy;
  • materially changed;
  • unusual;
  • approaching a user-defined threshold;
  • inside a user-defined condition;
  • relevant to a Milestone;
  • worthy of consideration; or
  • inconsistent with established Goal parameters,

provided those statements are supported by authoritative Capital Intelligence and uncertainty is represented appropriately (Article XI).

Prohibited Conduct

Atlas SHALL NOT:

  • present uncertain outcomes as certain;
  • fabricate market facts or portfolio calculations;
  • independently invent authoritative portfolio mathematics that Capital Intelligence has not calculated;
  • imply guaranteed returns;
  • imply that the user is required to act; or
  • autonomously execute capital movement (Article XII).

Financial Intelligence Boundary Principle

The human remains the decision authority. TXFR Intelligence calculates; Atlas interprets; uncertainty is preserved; the user decides.

Ratification and Review Status

This Article is ratified as Foundation-approved product policy, subject to mandatory legal and regulatory validation before public launch. Incomplete legal review does not itself block ratification of this Constitution or progression into MVP architecture. If legal or regulatory review determines that TXFR's intended product behavior requires a materially different boundary than this Article states, that finding SHALL trigger Foundation review and, where necessary, constitutional amendment (Article XVIII) before public launch.

Article XIV — Data Authority Principle

Authoritative TXFR Data records truth. Capital Intelligence calculates conditions from that data. Atlas explains their meaning. The user decides what happens next.

This principle is stated in implementation-neutral form deliberately. A specific storage platform is a likely current implementation choice, not a constitutional commitment; this Constitution SHALL NOT be read to couple TXFR's product authority model to any particular vendor. The architectural shape of this principle is incorporated from the representation-versus-reasoning boundary established by Operational Context Framework™ (WO-FND-003 v1.1.0), specialized for TXFR's Goal-and-holdings domain rather than WO-FND-003's enterprise-organization Context Domain taxonomy, which TXFR does not import (Article III).

Retention and lifecycle design for Authoritative TXFR Data — including bounded market-data history and purge/aggregation behavior — are reserved to the Data & Intelligence Architecture.

Article XV — Parent-to-Adult Continuity

A foundational TXFR use case is building future wealth for a child. TXFR SHOULD preserve a Goal's contributions, holdings history, milestones, harvested gains, accumulated assets, strategy evolution, Atlas observations, and significant decisions such that the relationship with a long-duration Goal MAY continue as its beneficiary enters adulthood.

Continuity Principle

TXFR SHOULD support the responsibility for a Goal transitioning from a parent to the child it was built for, subject to applicable ownership, authorization, privacy, and legal requirements. This Constitution establishes the principle only. Account-transfer mechanics, custodial law, ownership-transfer procedure, and identity-succession implementation are deliberately not specified at the constitutional level and are reserved to downstream engineering specifications informed by applicable legal requirements. The forthcoming Data & Intelligence Architecture SHALL determine how Decision History and Goal history are retained, archived, transferred, aggregated, or otherwise lifecycle-managed in a manner that conforms to this principle. This Constitution does not itself specify a retention duration.

Article XVI — Product Boundaries and Non-Goals

What TXFR Is Not

TXFR is not a brokerage execution platform, an autonomous trading system, a custodian, a tax-filing service, or a guarantor of investment returns. TXFR does not reproduce a brokerage dashboard as its end product; portfolio tracking is an input to TXFR's intelligence (Article IV).

Initial MVP Boundary

TXFR's initial MVP is intentionally small. It SHALL NOT require brokerage execution, automated cryptocurrency trading, custody, automatic money movement, high-frequency trading, tick-level market-data warehousing, autonomous portfolio management, tax filing, guaranteed return projections, or autonomous Atlas transaction commands (Article XII, XIII).

Scope Boundary

This Constitution establishes these boundaries without prematurely designing the MVP's implementation. Likely initial capabilities (authentication, Goals, manual and external holdings, bounded market data, portfolio intelligence, DCA tracking, milestones, Atlas observations, decision recording, historical Goal progress) are noted here for continuity with prior product scoping but are not themselves constitutional commitments.

Article XVII — Constitutional Relationships

This Constitution is supreme within the TXFR Foundation. The following TXFR publications specialize it and, where applicable, the incorporated Telesty sources identified in Article III:

TXFR Publication Relationship Specializes
Capital Intelligence Standard Subordinate; specializes this Constitution's Article X Capability Intelligence™ (WO-FND-002 v1.1.0)
Atlas Intelligence Constitution Subordinate; specializes this Constitution's Articles XI–XIII Atlas Runtime™ (WO-FND-004 v1.0.1)
Data & Intelligence Architecture Subordinate; specializes this Constitution's Article XIV Operational Context Framework™ (WO-FND-003 v1.1.0), architectural shape only

Where two subordinate TXFR publications appear to conflict, this Constitution governs interpretation. No subordinate TXFR publication may weaken an incorporated Telesty invariant identified in Article XX, and no subordinate TXFR publication may narrow the Execution Authority prohibition (Article XII) without the amendment process this Constitution requires (Article XVIII).

Article XVIII — Lifecycle, Amendment, and Change

This Constitution may be amended by a governed successor revision under Foundation Owner authority. A change is constitutionally material when it alters product purpose, the Goal model, Asset Roles, Capital Flow philosophy, the Observation/Recommendation distinction, Decision or Execution Authority, the financial-intelligence boundary, or an incorporated Telesty invariant's floor.

Amendment Principle

The Execution Authority prohibition (Article XII) SHALL NOT be narrowed by routine revision. Its reconsideration requires an explicit, identified amendment accompanied by appropriate legal and regulatory review, recorded as such in this Constitution's revision history.

Non-material editorial, formatting, or citation corrections do not require the same review but SHALL be recorded distinctly from constitutional amendments.

Article XIX — Compliance and Constitutional Boundaries

Conformance with this Constitution is determined by actual product behavior, not by adopting its terminology. A TXFR implementation is nonconforming when it treats a portfolio or account rather than a Goal as the primary unit of meaning; collapses the Observation/Recommendation distinction; grants Atlas Execution Authority without the amendment this Constitution requires; presents Capital Intelligence uncertainty as certainty; fabricates precision where authoritative inputs are missing; or relabels a new financial conclusion to evade Capital Intelligence governance (incorporated Substance over Form, Article XI).

Substance over Form

Constitutional classification follows what a feature actually does, not what its interface or documentation calls it.

Article XX — Constitutional Invariants

  1. TXFR organizes capital around user-defined Goals, not accounts or portfolios.
  2. Asset Roles govern how TXFR Intelligence reasons about an asset; assets are not constitutionally interchangeable.
  3. Capital Flow Rules remain user-controlled; Capital Intelligence and Atlas may surface conditions but do not move capital.
  4. Authoritative TXFR Data is not created by observation, inference, or Atlas communication.
  5. Capital Intelligence™ calculates; it does not decide.
  6. Governed financial arithmetic (cost basis, gain/loss, Milestone arithmetic, and other governed financial calculations) SHALL be deterministic and reproducible when required authoritative inputs are available; missing, stale, conflicted, or insufficient inputs SHALL produce a Degraded State rather than fabricated precision.
  7. Atlas SHALL NOT become the source of Authoritative TXFR Data. (incorporated, WO-FND-004)
  8. Intelligence, Recommendation, Decision, and Action remain separately governed; authority does not automatically propagate between them. (incorporated, WO-FND-002/004)
  9. Atlas Observation and Recommendation remain constitutionally distinguishable and SHALL NOT be collapsed.
  10. Evidence, assumption, uncertainty, and confidence remain distinct and SHALL NOT be collapsed into a single reliability signal. (incorporated, WO-FND-002)
  11. Degraded conditions SHALL be communicated honestly rather than concealed. (incorporated, WO-FND-004)
  12. Atlas SHOULD support appropriate reliance, not maximum reliance. (incorporated, WO-FND-004)
  13. Memory SHALL NOT independently create truth or authority. (incorporated, WO-FND-004)
  14. Automation SHALL NOT create authority. (incorporated, WO-FND-004)
  15. Governance follows substance, not labeling. (incorporated, WO-FND-004)
  16. Atlas SHALL NOT possess Execution Authority over financial transactions or capital movement. (TXFR-specific, stricter than incorporated floor)
  17. Decision History is preserved as Authoritative TXFR Data sufficient to explain how wealth was built.
  18. TXFR does not claim a definitive legal determination of its regulatory status through this Constitution; Article XIII is Foundation-approved policy subject to mandatory pre-launch legal and regulatory review, and incomplete review does not itself block ratification or MVP progression.
  19. Data authority is stated in implementation-neutral form; no vendor is constitutionally load-bearing.
  20. This Constitution is supreme within the TXFR Foundation; incorporated Telesty invariants form a floor that subordinate TXFR publications may strengthen but not weaken.

Article XXI — Closing Principle

TXFR exists to make a person's relationship with their own future understandable — what they own, what it is for, what progress looks like, and which circumstances may warrant their consideration — while preserving the person's authority over what happens next.

Closing Constitutional Principle

Every dollar has a job. Every asset has a role. Every strategy has a destination. TXFR Intelligence calculates. Atlas interprets. The human decides.

Ratification Record

TXFR Product Constitution v0.1 was ratified by the Foundation Owner on 2026-08-22.

Ratification followed: (1) the Foundation Readiness & Structure Review; (2) the Telesty → TXFR Companion Heritage Review; (3) an initial Ratification Candidate draft; and (4) a revision pass addressing Article XIII's ratification-blocking status, the Closing Principle's Recommendation-compatibility, the determinism/Degraded-State relationship in Article X, the Foundation Owner definition, and Parent-to-Adult retention's deferral to the Data & Intelligence Architecture.

This Constitution is published at foundation.txfr.cc, effective 2026-08-22. See foundation/CHANGELOG.md for the Foundation-level record of this event.
